Southeast Louisiana Council is committed to making Scouting accessible to youth that may not be able to join a traditional unit. Emerging Markets is mostly but not limited to an in-school Scouting program for our youth at their school during their elective period. The Scouts receive the same opportunities as a traditional unit. Qualified paid program specialists work with the Scouts in elementary schools throughout the greater New Orleans area to deliver the program. 

Cub Scouts earn adventures that are specific to their grade and rank.  A specific number of adventures must be completed to earn the badge of rank for each grade level. Adventures may be earned in any order. Completion of adventures is how the aims of character, citizenship, leadership, and personal fitness are developed.
